Proposal, ROM help

Hi, me and my Gf are making plans on applying HDB flat but need to get ROM first cause of her workpermit.
However, I'm in a dilemma on whether to go
ROM/Proposal first?

We have planned on getting ROM, but I wished to get give her a surprise proposal before that.

Hope anyone with experience could suggest ideas or help.
I would gladly appreciate.

really depends on each couple. for me, i feel abit more old fashioned thinking, i feel must proposed first before getting rom ba.

B4 ROM you need to apply marriage in MOM.
