Electrical works? Through ID or separate contractor?

hi
this yr my flat has completed renovation. Recently I encountered problems with the lights. My bedroom lights and laudry area lights refused to light up. Thinking that it must be due to the over usage(even though we seldom switch on those lights) I went to buy new light bulbs to fix them but they are still not working. Anyone know what is wrong?
