Delaying ROM after collecting HDB flat key

Usual timeline to submit marriage certificate is 6 months after collection of key to HDB flat... does anyone know how to delay the timeline? I have heard that it can be delayed up to 1 year... how do we do it? What are the usual reasons given? Thanks in advance for advising!

You mean just provide the receipts of hotel and bridal on our 1st appt? Coz our 1st appt should be schedule end of jan. My banquet is fixed in Nov. I really want my AD and rom to be on the same date.
