Hey Audrey, they have certain days and times that you can call the embassy only. It's not easy to get through! Go to these following websites:
http://www.immi.gov.au/
www.australia.org.sg
to find out more about spouse visa application procedures. These are very useful sites and I got a lot of information from there when I was applying for mine.
Audrey, i didn't find it that difficult to get everything together to apply for the spouse visa. Just get the documents needed, fill out the spouse visa application form (which can be downloaded from the immi website) and go in person to the high comm to submit the application. The fees are about $1600.
Some of the things I can remember i needed are the ROM marriage record (different from the marriage cert!), a police record saying you have no previous criminal convctions, health reports from authorised clinics (chosen by the embassy), essay of how you and hubby met and history of relaionship, proof of shared responsibilities such as bills, bank accounts, etc. We also had to get his family from Australia to write a short essay of their knowledge of our relationship, and that our relationship is true and on-going blah blah...
Hmm, hope the above helps!
On my views about children, i feel sad that my children may not have a deep chinese root, but I also feel that the children here have a childhood that is more fun and not faced with a lot of pressures academically.
