Since you are going that route, I will suggest a short 1 day at Milan, at least 2 days in Florence (beautiful city and less touristy), Day trip to Pisa and the Tuscany area and then another 2-3 days at Rome to visit the Vatican city, Colosseum etc. If there's time you can also train down to Pompeii.
For London, 3 days will be good. Catch a musical at Piccadilly circus, visit the Buckingham palace, Knightsbridge zone, tower bridge, westminister area, a museum and maybe consider a day trip out to Greenwich or Stonehenge.

Really Budget average in the various countries should be around this
$1k air tix (or less) - Turkish air goes to Germany, Spain for about $900, finair goes to Norway, Denmark for about $900.
$20-30 per pax for accom (in a very basic hotel)
$10-20 per pax for a full meal inclu beer/wine
Take buses in between cities will be cheaper than train
I've been you quite a number of European countries/cities and depends on when you go.
When I did something like that, I manage to spend only about $4K for a trip spanning 5 countries (Greece, Albania, Bulgaria, Macedonia and turkey) for 30 days. Included going for skiing and staying a couple of nights at resorts.
For about a 15 day trip to Spain (travelled single and stayed in one room Budget hotel) I spent about $2.5k but I covered a lot of cities and slept a lot of nights on buses.
