Hello! Would like to find out since I am so nee to this. I was googling and found out that we can only sign our marriage cert at least 21 days after the e filing in ROM website. What does it mean? Also, my partner and I hope to just sign the cert at the ROM building and go for family meal...

If my partner and I register our marriage overseas... and not declared in Singapore. Is it illegal?
