Signing cert at ROM

Hello! Would like to find out since I am so nee to this.

I was googling and found out that we can only sign our marriage cert at least 21 days after the e filing in ROM website. What does it mean?

Also, my partner and I hope to just sign the cert at the ROM building and go for family meal after the session, is that ok? Or must be book other locations?

You can sign your cert at ROM. Hope that helps. As for your other question, hopefully someone else can help you with that.
