Hdb matters

Hi there
This is my 1st post here. Hope to get some ans
So here is my question:
My mum & myself had bought a resale flat in 1999 using hdb grant.
Now we wish to apply for a 5rm bto,
The grant amt had accrued interest, and where this grant plus interest will goes to upon selling off the resale flat? And are we subject to some forms of levy if we applied for bto? Are we considered 2nd timer for a bto?

When you sell your flat, whatever CPF (including grants) that you have used to pay for the flat, it shall be refunded to your CPF plus accrued interest. When you buy the next flat, this CPF money can still be used. Since the first flat is resale flat, there is no levy when you get a BTO flat
