Catholic solemnizer (not a priest)

Hi,

Anyone knows on the list of solemnizers given by ROM, who is Catholic besides the priests in a Catholic church?

I am having my Solemnization done in Singapore outside of ROM and a church wedding will be overseas. I have approached 2 priests regarding the solemnization outside church but they are unable to conduct outside church.

So if you know any, please let me know and what he's like?
