Affordable seamstress and cleaning recommendations?

So I recently purchased a gown from MEA Weddings/Style Bridal & Beauty, they were having a sort of clearance sale where they were selling off used rental gowns. Naturally my gown came with a couple of defects so I'm looking for an experienced and budget-friendly seamstress because I need some ''major surgery'' done on the skirt. My gown has pickups in the skirt which I understand is a bit outdated by now, so I'm just concerned that some seamstresses may not necessarily know how to help me. Also need some stains and dirt spots removed from it (it's made from duchess satin which I think is quite an unforgiving fabric?) so also looking for budget-friendly cleaning services as well
