If your wedding is in the evening, maybe you can try approaching those makeup schools, makeup counters... For example makeup brands like Estee Lauder has free makeup for you at their counter if you buy their products My makeup artist > $600 photographer over $1500... but if you email enough...

I recently finished pre-wedding photography with Venus Bridal in Malaysia JB and I only have good things to say about them!!! Their bridal package does not include actual day photographer and videographer and makeup artist (they can provide it but at quite high charge). :) Highly recommended...
