from what i understand, one thing good abt the top floor is , should the unfortunate event whereby there's water leaks or crack etc, HDB will pay for the remdy works. if there's another unit above u, each party fork out 50/50.

It's not all units open to all applicants of balloting for selection. you all might want to refer to this link. So the chances of getting the straight units are pretty limited (might be even zero if those en bloc applicants had all chosen)...
