I know there are similar threads floating around, but some of these have not been active for a while so I am hoping to get more recent information. Hopefully this will not help just us, but other couples in the same boat as us.
As per the ROM website FAQ section:

Q: I am a Singapore citizen/permanent resident and my spouse to be is a foreigner. Does he/she need to meet the 15-day requirement before filing our notice of marriage?
A: At least one party has to be physically present in Singapore for a minimum of 15 days before you can file a notice of marriage.
Please note that the day of arrival in Singapore is not included and the 15 days need not be continuous or immediately preceding the date of notice of marriage.

Does anyone know how the ROM validates this 15-day period? I read in an older thread that as long as one of us is a Singapore citizen, we don't have to worry about this. However, that was the latest development as of early 2010 and minor tweaks may have been implemented over the last 4 years.
What my fiance and I are thinking is that based on the last sentence of the above FAQ (i.e. Please note that the day of arrival in Singapore is not included and the 15 days need not be continuous or immediately preceding the date of notice of marriage), those 15 days of residence in Singapore can apply at any point in our lives prior to filing the notice of marriage. This would mean that we can file the notice anytime we like, even tomorrow (just as an example).
Can anyone confirm this, or at least point us in the right direction if we're wrong? I have emailed the ROM and am still waiting for their reply. Will update this thread once I get a reply but would love to hear stories in the meantime.
